The observation deck is just below the bronze statue of William Penn, the founder of Philadelphia and all of Pennsylvania, measuring in at 37-feet tall and weighing in at 27 tons.

What to expect:
The Philadelphia Pass grants you a free City Hall Tower & Observation Deck Tour. Tours tickets are timed, Pass holders will be given the next available timed ticket when visiting. Upgrades are available for the Interior Tour at a small fee.
The City Hall Tower & Observation Deck tours are weather inclement as the observation deck is open air. If conditions are poor, the Interior Only tour will be offered.
